The same with Scatter - it can be selected even if it belongs to different layer.

Do you mean that when the filter “Active Layer” is selected, you prefer the object not to be selected?

I think that if objects in group belongs to different layer that group shouldn’t be active in other layers.

I’ve made another test, where assets were grouped and placed on different layers.

• Layer 1 - has objects from “Group”; I proceeded to “Select All objects”, and the layer is being respected on my end.
  
  
• Layer 2 - has objects from “Group 1” and Scatter; Scatter is being ignored. I think this is where the issue lies, since it will only select the surface and does not include the scatter.

Update:

This is underexpectation, not a bug, Selecting all objects in a layer only selects individual objects, and it does not select groups directly. Same goes for scatter since, the scatter tool is not a single lump of objects.
