Panels and commands disappearing and flickering

Good morning everyone,

After the latest update, the menus and on-screen commands disappear or flicker whenever I move the cursor over them to use them, making it impossible to work.

All of my drivers are up to date.

What could be causing this, and what can I do to fix it?

I tried downloading it twice. The download completes, but at the end I get the following error: “File not available on the website.”
