I´m not sure what you mean by complete surface, but here is a screenshot of the mesh. It has more resolution than the previous one above, although the result of the scattering area was the same (poor)

Interesting enough, I was setting up a new project with just that surface, and I tried to create the scatter area there: the result was great, with a high scatter detail. So the issue seems to be related with that other scene
Yes, I opened the file and there are no holes above the scattered faces. So it should have something to do with your scene file above. Does that terrain have a bump on it that is causing the scattered faces to disconnect?
However for smaller meshes I sometimes get just a few scatter squares, making the final result more limited. Do you know if there is anyway to make them smaller in size?
Sorry if this is a separate topic. The mesh in this screenshot is 5 meters wide (those subdivision squares are 5x5 m)
