only when selecting this version of flowing water Triplanar is showing
is this a bug? also with triplanar on. the water cannot be rotated. it only flows in one direction, even when you rotate

Thank you for pointing this issue out. I‘ll confirmed with our Team and get back to you as soon as possible. 
Updates: Currently only the fifth template in the Flowing Water Material Template has the Triplanar option (in order to give users to customize use).
And the reason why the rotate looks ineffective after turning on Triplanar option the foam is a four-way continuous mixing algorithm, so the rotation still feels continuous and unchanged. When our dev team making it, it has to be directionless, and Triplanar option is in effect, in order to give the user with the ability to make their own UV advanced use.
Suggest that turn the Foam off, and add your favorite map in Base Color Map and then adjust the parameters to use.
