Do decals not affect people anymore?

I undestand this is a very “unique” and rare need, probably unwanted by many, but, it would be cool if you could use the decals on people…

For example, I would love to use the characters from the library and “splash” them with color. Decals would be perfect for this, however they do not affect characters.

Maybe a turn on/off button? Would be cool
