Is there any plan to implement a cloud-based storage system for D5 for Teams?
SImilar to Autodesk Construction Cloud, allowing several team members to access a project without storing files locally.
Currently, there is no full cloud-based storage system in D5 Render that allows entire project files to be stored and edited in the cloud, as in Autodesk Construction Cloud.
As of now, there is no roadmap for full cloud project hosting, though cloud collaboration features continue to evolve.

Regarding D5 for Teams, team members on the same LAN can freely access projects and assets stored in the Team Library without need for saving them locally. The Team Library is typically located on a shared network path.
Moreover, D5 for Teams now supports integration with certain cloud storage services, such as Dropbox and SharePoint. You may wish to explore this further.
