Sorry for this issue. What’s your current D5 version? Can assets other than Scatter and terrain be displayed properly?
If the other parts of the Asset, such as models/materials are not displaying, how’s your internet situation? If you switch a network, for example, connection from your tethering phone, can you use Asset Library normally?
If only the assets in Terrain and Scatter are not shown, will restart D5 Render fix this? 
If the problem persists, please let me know.

The problem is random.
No network problems, version 2.9
The rest of assets are ok.
Restart doesntw work as solution.
( Still waiting for water assets ) Ocean, beach, waves, scum…etc.

Thanks for your update. Noticed you mentioned that the problem occurs randomly, meaning that the Terrain/Scatter can be displayed normally at times, am I understanding this correctly? Does your Welcome page display properly when the Terrain/Scatter not shown?
If you switch a network, for example, connection from your tethering phone, can these parts display normally?
